At the port of entry, Saudi Customs authorities will verify the Shipment Certificate of Conformity. Shipments without a valid certificate will be denied entry into the country, causing costly delays or rejections. About SABER and What it involves
The SABER platform is a key initiative under Saudi Arabia’s product conformity program, designed to ensure that all regulated products meet national safety and quality standards before entering or being sold within the Kingdom.
SABER operates through a two-stage certification process:
- Product Certification (PCoC) – Confirms that a product complies with the relevant Saudi Technical Regulations before it can be listed on SABER.
- Shipment Certification (SCoC) – Issued for each individual shipment, verifying that the certified product being exported matches what has been approved.

Shipment Certificate of Conformity (SCoC)
A Shipment Certificate of Conformity (SCoC) is required for every individual shipment entering the Kingdom of Saudi Arabia. This certificate confirms that all products within the consignment are either:
- Non-regulated (low-risk) items, or Regulated (high-risk) products that have been approved with the support of a SASO-notified technical consultant.
Each certificate is valid for a single consignment only and cannot be reused. To maintain validity, the shipment must clear Saudi customs within 60 days of the certificate's issue date. As part of the SABER process, a fee of SAR 402.50 (approximately USD $108, including VAT) is applicable per shipment.
Product Certificate of Conformity (PCoC)
The Product Certificate of Conformity (PCoC) is a vital document that confirms a product’s compliance with Saudi Arabia’s mandatory safety, quality, and environmental standards, as defined by the Saudi Standards, Metrology and Quality Organization (SASO).
Before a product can be imported into the Kingdom, it must undergo a thorough conformity assessment—this includes testing, inspection, and evaluation conducted with the support of a SASO-approved technical consultant. The process ensures the product aligns with all applicable Saudi technical regulations and standards.
Once compliance is verified, the PCoC is issued, certifying that the product has successfully met all required criteria and is eligible for import and sale within Saudi Arabia. The certificate is valid for one year and must be renewed annually to maintain continuous approval for future imports.
Self-Declaration Product Certificate (Free Trade)
The Self-Declaration Product Certificate is designed for low-risk products and allows exporters and manufacturers to declare their own product compliance with relevant Saudi standards, without undergoing third-party assessment.
This simplified process is managed via the SABER platform, where the importer-on behalf of the exporter or manufacturer-registers product information and submits a declaration of conformity. This may be supported by internal assessments or certificates from recognized international bodies.
While no fee is charged for issuing a self-declaration product certificate, the standard Shipment Certificate of Conformity (SCoC) fees still apply when clearing goods through Saudi Customs.
